Jose holds a Master of Laws (LL.M.) from Columbia Law School, a Master in Corporate Finance
and a Bachelor in Laws degree, both from Universidad Católica Boliviana. He pursued specialized
studies in taxation, natural resources, energy, and rule of law at renowned universities in Argentina,
Bolivia, Spain, and the United States.
Jose advises on tax appeals, tax planning, corporate governance, contract negotiation, and early
dispute resolution. He has participated in negotiations of international treaties and contracts between
the State and foreign investors. His clients included national authorities, mining, technology,
pharmaceutical, capital markets, and service companies, as well as nonprofit organizations. Jose has
also served as a consultant and member of international research centers in the fields of oil & gas,
energy, international investment, and climate change.
Jose is a strong advocate for the Sustainable Development Goals (SDGs) and youth leadership. He is
a co-founder of the United Nations Association of Bolivia and an active member of global networks
focused on competitiveness, natural resource governance, climate change action, youth
empowerment, and taxation. He is also a Lecturer in Law at Universidad Privada Boliviana.
